House Bill Passes Just After Vote was Canceled

The path taken to pass a bill doesn’t always look great but it’s the results that matter. The budget resolution vote almost didn’t happen. It looked like it was going to happen, then the vote was canceled. The House Budget Committee passed it earlier in February. Deals were made on tax, border, defense, and the energy policy. This bill is a necessary step on the way to unlocking Trump’s agenda.

 

The vote was never certain

Members commonly pass through throngs of reporters to vote electronically, maybe chatting with colleagues, then either heading home or to happy hour. Most outcomes are predetermined. Not this one.

Republican leaders originally scheduled action on two unrelated items. The third item was this bill. The first vote was begun at about 6:15 pm that ended with an overwhelming 427 to 3.

Arm twisting

That 15 minute time frame was opened up for almost an hour to pressure conservative lawmakers to support it. After 7 pm it was closed. A 15 minute vote was quickly opened on the second, then the third was canceled.

But then Republican leadership announced the budget reconciliation vote would begin immediately. It was held open for another 40 minutes for pressuring. It ultimately passed, 217 to 213 with the Kentucky Republican Thomas Massie being the only one who dissented.

Three Democrats backed out

Even though their vote wouldn’t have changed the outcome. A bunch of Republican press releases followed, noting Trump’s support. Earlier in the day, Trump had done his share of calling reluctant lawmakers to ask for their vote.

Speaker Mike Johnson and a handful of Republican leaders put out a joint statement, “This momentum will grow as we work with our committee chairs and Senate Republicans to determine the best policies within their respective jurisdictions to meet budgetary targets. We have full confidence in their ability to chart the best path forward.” Majority Leader Steve Scalise, Majority Whip Tom Emmer and Conference Chair Lisa McClain joined in saying they all understand how difficult this process is.
